Número 30 · Año III · Mayo 2000</title> <Link rel="StyleSheet" Type="text/css" Href="/General_NAV4Layer.css"> <!-- CSS styles and positioning for IE 4 browsers.--> <NOLAYER> <LINK REL="StyleSheet" Type="text/css" href="/General_IE4.css"> </NOLAYER> </head> <body link="#C5503A" vlink="#660000" alink="#660000" topmargin="15" leftmargin="15"> <p><em><strong>CONCURSO DE MÉRITOS para la provisión de puestos de trabajo de nivel inferior al 22 que pudieran resultar vacantes como consecuencia de la convocatoria de 8 de marzo de 2000 (BOE de 5 de mayo), y que afecten con carácter exclusivo al personal funcionario adscrito a la UCLM. <br> </strong></em><br> <br> Por Resolución de 8 de marzo de 2000, esta Universidad convoca concurso específico y de méritos para la cobertura de determinados puestos de trabajo del Personal de Administración y Servicios (B.O.E. 5-5-2000). <br> <br> De conformidad con lo establecido en el punto 3 de la Base octava, de dicha convocatoria, al afectar los puestos que pudieran resultar vacantes, exclusivamente, al personal adscrito a la UCLM, según Resolución de 1 de septiembre de 1998, B.O.E. del 30, que publica la modificación de la Relación de Puestos de Trabajo del Personal de Administración y Servicios de la Universidad, este Rectorado ha resuelto convocar proceso de provisión de puestos de trabajo por el procedimiento de concurso de méritos, con arreglo a las siguientes <br> <br> BASES <br> <br> <br> PRIMERA. Convocatoria para provisión de puestos de trabajo. <br> <br> Se convocan para su provisión por el procedimiento de concurso de méritos, aquellos puestos de trabajo de nivel inferior al 22 que pudieran resultar vacantes como consecuencia de la resolución de la convocatoria de fecha 8 de marzo de 2000, publicada en B.O.E. de 5 de mayo, y que afecten con carácter exclusivo al personal funcionario adscrito a la UCLM. <br> <br> <br> SEGUNDA. Participantes. <br> <br> 1.- Podrán participar para su provisión: <br> <br> 1.1. Los funcionarios de carrera con destino en la Universidad de Castilla-La Mancha, siempre que reúnan las condiciones generales legalmente exigidas, excepto los suspensos en firme que no podrán participar mientras dure la suspensión, y que pertenezcan a las áreas funcionales a que figuran adscritos los puestos de trabajo en la R.P.T. (BOE 30-9-98 y 26-8-99), con excepción de las áreas de Administración Especial y Servicios Generales, si cumplen los requisitos establecidos para cada puesto en la Relación de Puestos de Trabajo del Personal de Administración y Servicios, (B.O.E.30-9-98 / 26-8-99 / 3-5-2000), en la fecha en que termine el plazo de presentación de las solicitudes de participación. <br> <br> Asimismo, podrán participar los funcionarios a los que sea de aplicación lo previsto en la Disposición Transitoria 3ª del Reglamento de Implantación de la R.P.T. del P.A.S de la Universidad de Castilla-La Mancha. <br> <br> Los funcionarios de los Cuerpos o Escalas que tengan reservados puestos en exclusiva no podrán participar para cubrir otros puestos de trabajo adscritos con carácter indistinto. <br> <br> <br> TERCERA. Procedimiento de provisión. <br> <br> Concurso de Méritos <br> <br> Conforme al baremo que se une como Anexo I. <br> <br> Para la adjudicación de un puesto de trabajo será necesario obtener un mínimo de 10 puntos. <br> <br> <br> CUARTA. Solicitud de puestos de trabajo. <br> <br> 1.- Se podrán solicitar tantos puestos de trabajo como se deseen de nivel inferior al 22, cuya forma de provisión sea el concurso, que pudieran resultar vacantes, indicando el orden de preferencia en su solicitud. <br> <br> <br> <br> 2.- Los requisitos y méritos que se invoquen deberán referirse a la fecha que termine el plazo de presentación de las solicitudes de participación y serán acreditados documentalmente por los concursantes mediante las pertinentes certificaciones, títulos, y justificantes, a excepción de los datos que obren en su expediente administrativo en la UCLM, y a los que deberá hacer referencia expresa en su solicitud, no siendo tenidos en cuenta en caso contrario. <br> <br> <br> QUINTA. Presentación de solicitudes. <br> <br> Los interesados dirigirán las solicitudes, en el modelo que se adjunta como Anexo II, al Excmo. y Magfco. Sr. Rector de la Universidad de Castilla-La Mancha, que se presentarán en el Registro General, del Rectorado, Vicerrectorados de Campus, o por los medios previstos en el artículo 38 de la Ley 30/92, de Régimen Jurídico de las Administraciones Públicas y del Procedimiento Administrativo Común, excepto en las Entidades de la Administración Local, en el plazo de quince días hábiles a partir del día 22 de mayo de 2000. <br> <br> Las solicitudes deberán ir acompañadas de los documentos acreditativos de los méritos que invoque. En todo caso, deberá relacionar en la solicitud los documentos que constan en su expediente para la valoración de los méritos. No serán valorados en caso contrario. <br> <br> No se admitirán solicitudes de renuncia fuera del plazo de presentación de instancias. <br> <br> <br> SEXTA. Adjudicación de puestos. <br> <br> 1.- El orden de prioridad, para la adjudicación de las plazas, vendrá dado por la puntuación obtenida, conforme a la Base tercera. <br> <br> 2.- En caso de empate se atenderá a los méritos valorados en el orden expresado en el baremo que consta en el Anexo I. <br> <br> 3.- El Gerente elevará propuesta de nombramiento al Excmo. y Magfco. Sr. Rector. <br> <br> <br> SÉPTIMA. Comisión de valoración. <br> <br> 1.- Los méritos serán valorados por una Comisión compuesta por: <br> <br> Presidente: <br> <br> D. José Luis González Quejigo, Gerente de la Universidad o por delegación, D.Joaquín Rodriguez-Patiño Codes, Vicegerente de la Universidad <br> <br> Vocales: <br> <br> Dª Antonia Quintanilla Fernández, Gerente del Área Administrativa y Recursos Humanos, o por sustitución Dª. Mª. Cruz Chaves Guzmán, Directora de la Unidad de RR.HH. <br> <br> D. Enrique Colmenar Pérez, Gerente del Área Económica y Financiera o por sustitución D. Juan Rodríguez de Guzmán Ruíz-Valdepeñas, Subdirector de la Unidad de Gestión Económica. <br> <br> D. José Ramón Jara Vera, Gerente del Campus de Albacete, o por sustitución D. Carlos Romero Tendero, Adjunto al Gerente de Campus de Albacete; D. Matías <br> Rubio Cuevas, Gerente del Campus de Cuenca, o por sustitución D. Enrique Abarca Contreras, Director de la Unidad de Gestión Económica del Campus de Cuenca. <br> <br> D. Gervasio Fernández Riol, Gerente del Campus de Toledo, o por sustitución D. Eduardo Reguero Gago, adjunto al Gerente de Campus de Toledo. <br> <br> D. Joaquín Gomez-Pantoja Cumplido, Director de la Asesoría Jurídica o por sustitución D. Salvador González-Moncayo López, Letrado Asesor del Campus de Albacete. <br> <br> Un representante funcionario, titular y suplente, por cada Organización Sindical con representación en la UCLM, designado por la Junta de P.A.S. funcionario. <br> <br> Dª Mª Cruz Chaves Guzmán, Directora de la Unidad de RR.HH. o por sustitución D. Juan Tomás Antequera Piña, Responsable del Gabinete de Gerencia que actuará como secretario. <br> <br> <br> Los miembros de la Comisión deberán pertenecer al grupo igual o superior al exigido para los puestos convocados y, además, poseer grado personal o desempeñar puestos de nivel igual o superior. <br> <br> La Comisión de Valoración podrá contar con expertos designados por la autoridad convocante, previa solicitud de la Comisión, los cuales actuarán con voz pero sin voto, en calidad de asesores. <br> <br> 2.- Corresponde a la Comisión de Valoración interpretar y aplicar el baremo. <br> <br> 3.- La propuesta de la Comisión de Valoración se publicará en el tablón de anuncios del Rectorado, Vicerrectorados y Centros docentes, concediéndose un plazo de tres días naturales para posibles reclamaciones. <br> <br> <br> OCTAVA. Resolución. <br> <br> 1.- El plazo de resolución de la convocatoria será de dos meses, a contar desde el día siguiente a la finalización del plazo de presentación de solicitudes. <br> <br> 2.- La resolución de la convocatoria se publicará en los tablones de anuncios, en el Boletín Oficial de la UCLM y en la página Web, efectuándose la toma de posesión del destino obtenido en la fecha indicada por Gerencia. <br> <br> <br> NOVENA. Norma final. <br> <br> La presente convocatoria y cuantos actos administrativos se deriven de ella podrán ser impugnados, en los casos y en la forma establecidos por Ley 30/1992, de 26 de noviembre, de Régimen Jurídico de las Administraciones Públicas y del Procedimiento Administrativo Común y Ley 29/1998, de 13 de julio, reguladora de la Jurisdicción Contencioso-Administrativa. <br> <br> <br> Ciudad Real, 8 de mayo de 2000. EL RECTOR, Luis Arroyo Zapatero. <br> <br> <br> <br> <strong>ANEXO I <br> </strong><br> BAREMO CONCURSO DE MÉRITOS DE FUNCIONARIOS UCLM <br> <br> <br> <br> A.- GRADO PERSONAL CONSOLIDADO: (Máximo 12 puntos) <br> <br> - Por tener Grado superior al nivel del puesto solicitado 12 puntos. <br> <br> - Por tener Grado igual al nivel del puesto solicitado 10 puntos. <br> <br> - Por tener Grado inferior al nivel del puesto solicitado en uno/dos niveles 8 puntos. <br> <br> - Por tener Grado inferior al nivel del puesto solicitado en 3 o más niveles 6 puntos. <br> <br> <br> * El grado consolidado será al día final del plazo de presentación de solicitudes. <br> <br> ** Si no existiese grado consolidado no se puntuará este apartado. <br> <br> <br> <br> B.- VALORACIÓN DEL TRABAJO DESARROLLADO EN LOS ÚLTIMOS 5 AÑOS: (Máximo 40 puntos) <br> <br> <br> B.1.- Por el Nivel del puesto desarrollado (máximo 10 puntos): <br> <br> - Por el desempeño de un puesto de nivel superior o igual Hasta 10 puntos (0,18 puntos/mes). <br> <br> - Por el desempeño de un puesto inferior en 1-2 niveles Hasta 7 puntos (0,14 puntos/mes). <br> <br> - Por el desempeño de un puesto inferior en 3 o más niveles Hasta 4 puntos (0,10 puntos/mes). <br> <br> <br> * En comisiones de Servicio será valorado el nivel de la plaza desde la que se accede a dicha Comisión. <br> <br> <br> B. 2.- Experiencia como funcionario en igual área de trabajo de la UCLM: (Máximo 30 puntos) <br> <br> - De 6 hasta 11 meses = 3 puntos - De 12 hasta 17 meses = 6 puntos - De 18 hasta 23 meses = 9 puntos <br> <br> - De 24 hasta 29 meses = 12 puntos - De 30 hasta 35 meses = 15 puntos - De 36 hasta 41 meses = 18 puntos <br> <br> - De 42 hasta 47 meses = 21 puntos - De 48 hasta 53 meses = 24 puntos - De 54 hasta 59 meses = 27 puntos <br> <br> - 60 meses = 30 puntos <br> <br> <br> B. 3.- Experiencia como funcionario en similar área de trabajo de la UCLM: (Máximo 15 puntos) <br> <br> - De 6 hasta 11 meses = 1,5 puntos - De 36 hasta 41 meses = 9 puntos - De 12 hasta 17 meses = 3 puntos <br> <br> - De 42 hasta 47 meses = 10,5 puntos - De 18 hasta 23 meses = 4,5 puntos - De 48 hasta 53 meses = 12 puntos <br> <br> - De 24 hasta 29 meses = 6 puntos - De 54 hasta 59 meses = 13,5 puntos - De 30 hasta 35 meses = 7,5 puntos <br> <br> - 60 meses = 15 puntos <br> <br> <br> ** En Comisiones de servicio será considerado el puesto desempeñado en dicha situación administrativa, valorando un máximo de dos años en dicha situación. El resto del tiempo, si lo hubiese, se computará en la plaza de origen.
