Summary: Within the context of recent blackouts throughout the world, and particularly in Europe and Spain, and in an electricity market framework, this proposal addresses methodologies to study the risk of volatility in the cost of the electricity and the security of supply of electric energy for consumers and retailers. Specifically, it considers:

1. The risk of volatility in the cost of supply of electric energy due to uncertainty in electricity prices.

2. The security of supply due to deliberate disruption of sub.transmission and distribution equipments.

3. The appropriate operation and planning of sub-transmission and distribution network including distributed generation to ensure a secure electric energy supply.

Summary: The European Union and Spain have implemented a set of measures in order to comply with the emissions reduction targets imposed by Kyoto Protocol. Among industrial sectors, the electricity sector is one of the main emissions contributors, and the inclusion of the new compromises in the optimal operation of the electric energy systems is a fundamental task. This research project proposes the analysis and characterization of emissions constraints from a power system perspective. Particularly, the research will be focused on the following aspects:

1.-Assessment of the impacts of the existing emissions reduction schemes on the power markets.

2.-Development of new emissions reduction schemes suitable for electricity markets.

3.-Planning and operation of power systems considering their impact on the volume of emissions.

Among the existing emissions reduction schemes, the emissions allowance trading the generation of electricity from renewable energy sources will be analyzed. The proposed research includes analytical and computational tools for the optimal operation of power systems with emissions constraints. These tools will be beneficial for the various agents participating in power markets, for the regulatory entities, as well as for the whole society.
