Summary: Within the
context of recent blackouts throughout the world, and
particularly in Europe and Spain, and in an electricity market
framework, this proposal addresses methodologies to study the
risk of volatility in the cost of the electricity and the
security of supply of electric energy for consumers and
retailers. Specifically, it considers:
1. The risk of volatility in the
cost of supply of electric energy due to uncertainty in
electricity prices.
2. The security of supply due to
deliberate disruption of sub.transmission and distribution
equipments.
3. The appropriate operation and
planning of sub-transmission and distribution network including
distributed generation to ensure a secure electric energy supply.
